We must ask ourselves what transfer of stress has taken place from the 9.0 Sendai earthquake a few hours earlier. The sure answer is that no model out there can exactly calculate this.

Original article
This earthquake was near the 1998 Winter Olympics host city of Nagano, and was only 46km away. It came hours after the major Sendai earthquake.
2,055 people of 804 households were instructed to evacuate because electricity will be cut off due to repair work on high-voltage cables. Also, mudslides may have dammed a river in the village.
Some 300 people of about 130 households in the village were briefly isolated after an avalanche blocked a key road.
