Double earthquake in Carmen, Mindanao, Philippines – many people injured + a lot of damage

At least 50 families in Barangay (village) Kimadzil here were ordered to leave their homes and communities as the Philippine Institute of Volcanology and Seismology declared their areas danger zones following last week’s 5.7-magnitude earthquake. The move of the North Cotabato Provincial Disaster Risk Reduction and Management Council (PDRRMC) was meant to save lives and properties in the wake of series of aftershocks since June 1. The forced evacuation was carried out starting last Friday and completed on Sunday. The families, with their valuables and work animals, were temporarily housed inside the barangay hall compound, where the local government provided them food. A 2-hectare lot is being prepared by the local government of Carmen as a relocation site of the families whose former community lies in the so-called  Carmen-Bukidnon fault line.

Update June 3 – 16:17 UTC : Statement of the Philippines Presidential Communications Agency : The Philippine Institute of Volcanology and Seismology (Phivolcs) urgently directed officials to ascertain the structural soundness of schools in Carmen, North Cotabato following a magnitude 5.7 tremor that struck the municipality a few hours before the school opening on Monday. Education officials have suspended the opening of classes in the entire town as several classrooms were destroyed and some school buildings have collapsed following numerous aftershocks since a magnitude 5.7 earthquake rocked the area on Saturday .
“Engineers must inspect schools there to see if these can still be used,” Phivolcs Director Dr. Renato Solidum said on Monday. He urged such action after the latest magnitude 5.7 tremor struck 17 km north 23 degrees west of Carmen on Monday (June 3) at 4:08 a.m.
The tremor occurred barely three hours before nationwide classes for school year 2013-2014 officially began.
Phivolcs noted the tremor, which it classified as being of “moderate strength,” is among over 10 aftershocks that ensued following the magnitude 5.7 earthquake that rocked the area on Saturday. Magnitude 5 to 6 earthquakes are felt over wide areas and cause local damages near the epicenter, Phivolcs noted.
“There can be more aftershocks from Saturday’s earthquake,” Solidum said. To further promote public safety, Solidum said authorities concerned must also check structural soundness of other structures in Carmen and other areas affected by the earthquake. “Some houses sustained damages and others are already in danger of collapsing,” he noted, citing reports reaching Phivolcs.
He said people in the affected areas must likewise review their earthquake preparedness measures so they can improve these and better cope with and respond to tremors. Phivolcs is expecting damage from Monday’s aftershock, noting this occurred at a depth of three kilometers only. The agency reported such tremor was felt at Intensity VI in Carmen, Intensity V in North Cotabato’s Kabacan municipality, Intensity IV in the same province’s Matalam municipality, Intensity III in Kidapawan City, Cagayan de Oro City, Davao City, Pres. Roxas, Arakan, Magpet and Makilala as well as Intensity I in Agusan del Norte province’s Butuan City.
Intensity VI is “very strong” with very old or poorly built structures being damaged, wall plaster possibly cracking, trees shaking, heavy objects and furniture moving as well as rockfalls occurring in hilly to mountainous areas, Phivolcs noted.
Remark ER : The intensity data we have on our report was from Earthquake Information nr. 1, the first published Phivolcs report. What caused the increase in intensity ? Mainly the depth which changed from 10 km to 3 km.  The intensities shown below are Phivolcs intensities, which are even stronger than the worldwide used MMI scale

Update June 3 – 16:11 UTC : Government authorities told the press that the earthquake series in Mindanao have caused at least 1.2 million worth of damage to infrastructure.

Update 20:47 UTC : Phivolcs has changed Damage : NO and Aftershocks : NO into Damage : YES and Aftershocks : YES, which we think is logical based on how the fault has behaved the last 24 hours.

Update 20:36 UTC : Phivolcs (local seismology agency) has just reported a Magnitude of 5.7 at a depth of 10 km (10 km is often used as we don’t know it so far).
They also mention Damage : NO and Aftershocks : NO – Hard to believe !

Update 20:28 UTC : Phivolcs has no value as yet. If we compare the number of readers from Mindanao in our site with yesterday’s mainshock number, then we have to conclude that this aftershock was weaker than yesterday’s mainshock.

STRONG AFTERSHOCK in the epicenter area

We have conflicting reports on the depth of the hypocenter.
USGS is now reporting a less dangerous depth of 40 km, but hatf to believe as most of the aftershocks are occurring in the same fault in the same depth. Yesterdays depth was a lot shallower.

    Update 15:09 UTC : At least 33 people were injured and 140 homes damaged by the earthquake. Also a lot of schools were dmaged. Most of the injured persons are children. Landslides blocked roads. 2 bridges suffered damage and had to be closed.

    Update 08:33 UTC : Two persons were reported hurt while a small but major bridge linking Bukidnon and North Cotabato was slightly damaged, forcing soldiers and policemen to close traffic to heavy trucks, following a 5.7 magnitude earthquake that hit the mainland Mindanao Saturday night.
    Colonel Dickson Hermoso, speaking for the 6th Infantry Division, said soldiers were manning both sides of the concrete Kimadzil bridge in Barangay Kimadzil, Carmen, North Cotabato where the 10:10 p.m. quake’s epicenter was traced by Philippine Institute of Volcanology and Seismology (Phivolcs).
    He said the soldiers have been maintaining traffic flow along Sayre Highway, the main road artery that links North Cotabato and Bukidnon provinces, while government engineers are assessing the extent of damage to the bridge.
    Two corn farmers whose houses were beside the hilly portion of Barangay Kimadzil were slightly wounded when a landslide occurred, damaging their home.
    Hermoso said the concrete bridge in the village of Kimadzil had minor damage like cracks, and few landslides were noted along Sayre highway.

    Update 08:01 UTC : 9 people have been injured and at least 30 houses damaged in North Cotabato Province.
    In addition, there have also been landslides recorded. We are expecting further damage reports to come in soon.
    According to Cotabato action officer Cynthia Ortega, five children from Kimadzil and three children from Kibudtungan were hurt by falling debris and landslides caused by the quake.

    Update 03:01 UTC :
    The authorities are currently in Carmen checking for damage. We are still surprised that no significant reports have been collected.
    The reports have now added felt intensities from North Cotabato, Carmen of V PEIS (Philippines Earthquake Intensity System 5).
    This should be enough to create cracks in houses as well as the damage in the previous update. Landslides are generally a big problem in the Philippines given the saturated soils because of rainfall and then the shaking causes slide or slump failures.

    Update 19:01 UTC : GMA News reports that the quake caused a landslide in Barangay Kimadsil in the town of Carmen. A house in the same barangay also sustained unspecified damage.  Cracks developed in the bridge that connects Kimadsil to the neighboring village, prompting residents to keep trucks and other heavy vehicles from using it.

    Update 16:43 UTC : Still no news from the epicenter area. We are a little bit disappointed in the Philippines press. Our own report is about 20 times as long as the average Philippines press report. The reports are generally limited to the shaking values as reported by Phivolcs.

    Update 15:54 UTC : We get gradually a better view on what is happening as we have received a number of reports from Kabacan which is less than 30 km from the epicenter. these reports are confirming the strong expected shaking + also the many aftershocks (at least 10).
    Kabacan Experience reports :
    - still experiencing very strong aftershocks. almost 10 aftershocks already (Very Strong shaking indicated)
    - in only split of seconds, earthquake for 3x (strong shaking indicated)
    - Lasted for less than a minute (Very Strong shaking indicated)
    - Both swinging and bouncing motion (Very Strong shaking indicated)
    In Libungan, a location 35 km west of the epicenter, the power was out shortly
    - I opened the door, got out of the house. Very strong,  even our dogs panicked. its 10:28pm on our clock, followed by slight shaking at around 10:55pm .we are viewing PGT but power was off for few minutes.
    - Cannot avoid panicking as I was so afraid.
    Another location with rather high Shaking values is Midsayap :
    - my family was so afraid it is very strong earthquake i easily carry my grand ma because of too nervous all i want is to escaped inside the house carrying my lola a very impressive adrenalin rush
    - Strong shaking, swaying of framed pictures on wall.., really caused fear among us.
    - I’m worried for our house is not concrete. We’re not able to stand and look for safest place.
    - So afraid. It was a sudden shake but really strong.
    - it was a strong earthquake, i and my kids seek refuge at the lawn where it is open and the safest place for us.

    Update 15:54 UTC : The earthquake occurred at 22h local time. At this time a day, more people are at home and therefore more vulnerable to collapsing residential buildings.
    Landslides: The maximum slope in the area of the earthquake is 49.865% and the maximum altitude is 2804 m. Since this is a medium slope, the risk of earthquake induced landslides is medium.
    There are no Hydrodams in the greater epicenter area (gdacs data)

    Update 15:31 UTC : No information yet from the epicenter area. The earthquake occurred at 22:10 local time, which means probably in the dark. Normally it takes a few hours before Civil Defense reports are starting to come in.

    Update 15:16 UTC : Carmen is a 1st class municipality in the province of Cotabato, Philippines. According LGPMS (as of 2009), it has a population of 65,670 people in 13,325 households. (source Wikipedia)

    Update 15:12 UTC : GDACS reports the following locations close with their distance to the epicenter : The earthquake happened 87km from Davao. The nearest populated places are: Wangay (17km), Mlang (16km), Imbuc Rancheria (18km), Kayaga (12km), Lamiaon (18km), Kinudal (7km), Linao (15km), Carman (5km), Miuban (19km), Tubac (17km), Manarapan (7km), Simoney (6km), Kibudtungan (12km), Datu Santilla (17km), Liliongan (18km). The closest civilian airport is Awang (70km).

    Update 15:15 UTC : So far, we have not received any I Have Felt It reports from the direct epicenter area (President Roxas or Carmen).

    Update 15:12 UTC : The USGS picture below shows scary data – A MMI VII (very strong) shaking is expected to be felt by 110,000 people !

    The shaking intensities as reported by Phivolcs are as follows (at ER we think that the shaking will be stronger, more like USGS predicts):

    Important : the Phivolcs Shaking values are NOT MMI values but are according their own scale which is as follows :
    II : Slightly Felt - Felt by few individuals at rest indoors. Hanging objects swing slightly. Still Water in containers oscillates noticeably.
    III : Weak - Felt by many people indoors especially in upper floors of buildings. Vibration is felt like one passing of a light truck. Dizziness and nausea are experienced by some people. Hanging objects swing moderately. Still water in containers oscillates moderately.
    IV : Moderately Strong - Felt generally by people indoors and by some people outdoors. Light sleepers are awakened. Vibration is felt like a passing of heavy truck. Hanging objectsswing considerably. Dinner, plates, glasses, windows and doors rattle. Floors and walls of wood framed buildings creak. Standing motor cars may rock slightly. Liquids in containers are slightly disturbed. Water in containers oscillate strongly. Rumbling sound may sometimes be heard.

    Update 14:44 UTC : We have just changed the title of this page from ‘dangerous into ‘very dangerous. The main reason is the very populated area and new data from local Phivolcs (Philippines seismological agency). they have reported a Magnitude of M5.7 at a extremely shallow depth of 5 km and thats really bad news for an radius of 25 km around the epicenter.

    Update 14:41 UTC : The village of Carmen is at only 4 km from the epicenter (USGS data). The shaking lasted from 5 seconds to even a minute like some people reported. If a shaking of 30 seconds to a minute is confirmed, this will be bad news, as the longer the shaking is lasting the more chance there is for damage.

    Update 14:35 UTC : The image below (Google Satellite View) is showing an additional reason of fear : A lot of farming fields left of the river and near the USGS epicenter (Which differs a lot from the initial EMSC epicenter). USGS is locating the epicenter very close to Carmen.

    Update 14:32 UTC : The shaking map below shows why we are calling this earthquake dangerous. An MMI very strong shaking is (theoretically) expected by USGS.

    President Roxas is a location of 10,000 inhabitants at only 14 km from the epicenter (EMSC epicenter location)

    MMI VI (Strong shaking) ?
    People Felt by all. People and animals alarmed. Many run outside. Difficulty experienced in walking steadily.
    Fittings :
    Objects fall from shelves. Pictures fall from walls. Some furniture moved on smooth floors, some unsecured free-standing fireplaces moved. Glassware and crockery broken. Very unstable furniture overturned. Small church and school bells ring. Appliances move on bench or table tops. Filing cabinets or "easy glide" drawers may open (or shut).
    Structures :
    Slight damage to buildings with low standard. Some stucco or cement plaster falls. Large display windows broken. Damage to a few weak domestic chimneys, some may fall.

    Trees and bushes shake, or are heard to rustle. Loose material may be dislodged from sloping ground, e.g. existing slides, talus slopes, shingle slides.
    MMI VII (Very strong shaking) ?
    People
    General alarm. Difficulty experienced in standing. Noticed by motorcar drivers who may stop.
    Fittings :
    Large bells ring. Furniture moves on smooth floors, may move on carpeted floors. Substantial damage to fragile contents of buildings.
    Structures :
    Unreinforced stone and brick walls cracked. Low standard buildings cracked with some minor masonry falls. A few instances of damage to buildings of ordinary workmanship. Unbraced parapets, unbraced brick gables, and architectural ornaments fall. Roofing tiles, especially ridge tiles may be dislodged. Many unreinforced domestic chimneys damaged, often falling from roof-line. Water tanks Type I burst. A few instances of damage to brick veneers and plaster or cement-based linings. Unrestrained water cylinders (hot-water cylinders) may move and leak. Some common windows cracked. Suspended ceilings damaged.
    Environment :
    Water made turbid by stirred up mud. Small slides such as falls of sand and gravel banks, and small rock-falls from steep slopes and cuttings. Instances of settlement of unconsolidated or wet, or weak soils. Some fine cracks appear in sloping ground. A few instances of liquefaction (i.e. small water and sand ejections).
    MMI VIII (Severe shaking) ?
    People Alarm may approach panic. Steering of motorcars greatly affected. Structures : Low standard buildings heavily damaged, some collapse. ordinary workmanship buildings damaged, some with partial collapse. Reinforced masonry or concrete buildings damaged in some cases. A few instances of damage to buildings and bridges designed and built to resist earthquakes. Monuments and pre-1976 elevated tanks and factory stacks twisted or brought down. Some pre-1965 infill masonry panels damaged. A few post-1980 brick veneers damaged. Decayed timber piles of houses damaged. Houses not secured to foundations may move. Most unreinforced domestic chimneys damaged, some below roof-line, many brought down. Environment : Cracks appear on steep slopes and in wet ground. Small to moderate slides in roadside cuttings and unsupported excavations. Small water and sand ejections and localized lateral spreading adjacent to streams, canals, lakes, etc.
    MMI IX (Violent shaking) ?
    Structures Many low standard buildings destroyed. Ordinary workmanship buildings heavily damaged, some collapse. Reinforced masonry or concrete buildings damaged, some with partial collapse. Buildings and bridges designed and built to resist earthquakes damaged in some cases, some with flexible frames seriously damaged. Damage or permanent distortion to some buildings and bridges, designed and built to normal use standards. Houses not secured to foundations shifted off. Brick veneers fall and expose frames. Environment : Cracking of ground conspicuous. Landsliding general on steep slopes. Liquefaction effects intensified and more widespread, with large lateral spreading and flow sliding adjacent to streams, canals, lakes, etc.
