The Centrospas central airmobile search-and-rescue unit of the Russian Emergency Situations Ministry has passed international certification. The certification was done by criteria of INSARAG (International Search and Rescue Advisory Group) of the UN. Japan’s embattled Premier Naoto Kan took another blow as his disaster reconstruction minister quit, having caused a furore with scathing remarks to leaders of tsunami-hit regions. On Tuesday Ryu Matsumoto, 60, left the post he assumed only a week earlier after he caused an outcry by giving a rough dressing-down before television cameras to a regional leader because he showed up to a meeting a few minutes late. $$$

Japan’s government approved a $25 billion extra budget on Tuesday for disaster relief after the March 11 earthquake that will not require new bond issuance, though bigger spending later this year is likely to strain stretched public finances. $$$
